Born in California.  Admitted to the Bar, 1981, California; U.S. District Court, Northern and Central Districts of California; U.S. Court of Appeals for the Ninth Circuit.  From 1994 to 2001, he left the practice of law to work as a legislative research analyst for the Hawaii State Legislature.  As First Vice Chair of one of the political parties, his party’s representatives more than double in the State House of Representatives.
